Guidance Materials and Tools

The DREI framework has been designed to be applied flexibly and to be tailored to a specific renewable energy technology and national context.

 

The framework is organised into four stages: (i) risk environment, (ii) public instruments, (iii) levelised cost and (iv) evaluation. Each of these four stages is in turn divided into two steps. Chapter 2 of the original DREI report  provides a comprehensive overview of the main aspects of each of the framework’s four stages and eight steps.

 

In addition, in order to support the practical application of the DREI framework, a number of more detailed guidance notes (PDF), materials (PowerPoint) and tools (Excel) are available for download on this page.

STAGE 1: RISK ENVIRONMENT

 

     ·   Additional Guidance, Stage 1, Step 1 - Barrier and Risk Table (PDF).

     ·   Additional Guidance, Stage 1, Step 2 – Financing Cost Waterfalls (PDF).  

     ·   Standard Barrier and Risk Table (Excel). This is a standard table for large-scale renewable energy.

     ·   Standard Interview Materials (PPT). This is a standard set of slides to guide the structured interviews with

          investors.

     ·   DREI Financing Cost Tool (Excel). This Excel tool automatically generates financing cost waterfalls based on

         data obtained from interviews.

 

STAGE 2: PUBLIC INSTRUMENTS

 

     ·   Additional Guidance, Stage 2, Step 1 – Public Instrument Table (PDF).

     ·   Additional Guidance, Stage 2, Step 2 – Costing and Effectiveness (PDF).

     ·   Standard Public Instrument Table (Excel). This is a standard table for large-scale renewable energy.

     ·   DREI Instrument Cost Tool (Excel). This Excel tool estimates the public cost of policy derisking instruments

          over the modelling period. It is available in USD and EUR versions.

 

STAGE 3: LCOE AND STAGE 4: EVALUATION

 

     ·   The main tool for these stages is the DREI LCOE financial tool. This is available for download on the main
